Peer review policy and procedure

In order to ensure the proper quality of publications, all articles submitted to the journal are subject to a review procedure.

The review procedure, publication ethics and editorial policy of the Journal comply with the recommendations of the Committee on Publication Ethics (COPE).

The author sends the article to the Editorial office in accordance with the requirements for scientific articles submitted to the journal.

The received manuscript is registered by the responsible person at the time of receipt of the paper copy (registration date).

The submitted manuscript is checked using automated systems for the presence of plagiarism, self-plagiarism and determination of the level of originality (uniqueness) of the text.

The editorial office rejects the article if it does not comply with the thematic areas of the journal, the requirements of Article 3 of the Law of Ukraine "On Printed Mass Media (Press) in Ukraine" or if facts of obvious plagiarism are identified. In case of other violations of the established requirements, the manuscript is returned to the author(s) to eliminate the shortcomings.

Literary editing with correction of minor grammatical and stylistic errors is carried out by the editorial office at the stage of preparing the article for publication. If a significant number of such errors are detected during the initial review, the article is returned to the authors for revision.

If the manuscript meets the formal requirements, it is submitted for review.

All manuscripts submitted to the journal are sent according to the scientific research profile for review to a doctor of sciences - one of the members of the editorial board or a reviewer - an independent expert on the recommendation of the members of the editorial board. When evaluating the article, the reviewer takes into account: compliance with the journal's topic, scientific novelty and significance of the presented results, compliance with the rules for preparing articles; reasonableness of the results; correctness of the use of the results of other authors; correctness of references; quality of presentation and design. In addition, the reviewers determine the compliance of the article with the principles of bioethics and publication ethics and give recommendations for removal in case of their violation.

Reviewing is blind: the surnames, first names and patronymics (full names) of the reviewers are not disclosed to the authors. If necessary, correspondence between the reviewer and the author is conducted through the editorial office. If necessary, the manuscript of the article can be sent for review to several reviewers.

The reviewer is approved by the editor-in-chief of the journal.

The reviewer prepares an expert opinion on a standardized form approved by the editorial office. The reviewer evaluates the scientific level of the work in accordance with the established quality criteria and submits written comments, conclusions and recommendations to the editor-in-chief. The review conclusion must indicate one of the following recommendations: the possibility of publication in the journal (in the presented form or after appropriate revision according to the reviewer's comments), the need for correction of the manuscript and re-reviewing, or the inexpediency of publication.

The review period for the manuscript of the article is no more than 1 month from the moment of its receipt by the reviewer.

The final decision on the publication or rejection of the article, as well as the order of placement in the journal, is made by the editorial board.

If the opinions of the editorial board and the reviewer do not coincide, the article is sent for additional review.

The article sent to the authors for revision must be returned in a corrected form (in 2 copies) together with its initial version as soon as possible with a corresponding letter containing responses to all comments and explaining all changes made to the article.

The author bears full responsibility for the scientific content of the article and the accuracy of the data provided in the list of references.

After reviewing (in case of a positive review) and, if necessary, revision by the author of the manuscript of the article, the scientific editor determines its readiness for publication. The responsible secretary of the editorial board forms the content of the journal, which is considered at the meeting of the editorial board.

The editorial board submits the content of the journal for consideration by the Academic Council of the Scientific Center, which recommends the corresponding issue of the journal for publication.

Based on the content of the journal issue approved by the Academic Council, a layout of the corresponding journal issue is formed, which is approved for printing by the editor-in-chief of the publication and published on the journal's website.

Articles are usually published in the author's editorial office. If necessary, the editorial board reserves the right to edit articles with further approval of their text with the authors.

The editorial office does not assume any obligations regarding the publication deadlines.

The originals of reviews are stored in the editorial office for three years.

The editorial office does not enter into discussions with authors regarding rejected works.
